The Mel Leong Treatment Plant, Industrial Wastewater and Recycled Water Upgrades project was a progressive design-build that consisted of the design, construction, permitting, activation, commissioning and closeout for refurbishment of an industrial wastewater treatment plant, a new Title 22 recycled water plant, new and remodeled administrative facilities, new sludge dewatering facilities, and repair of various sanitary wastewater treatment process headworks support equipment.
