Walsh Team Chosen as Preferred Bidder to Build Marion County Justice Complex
Walsh Investors, LLC, a nationally-recognized infrastructure developer, announced today that its team, WMB Heartland Justice Partners, has been selected as the preferred bidder by the city of Indianapolis to build the county’s new justice complex under a Public-Private-Partnership (P3) structure. As a major equity team member, Walsh will finance, design build, operate and maintain the new justice complex in exchange for a single annual fee. The project will relocate and consolidate county jails, criminal courts and other related offices and agencies from disparate locations in the southeast quadrant of downtown Indianapolis. The project will include an increase of 1,000 jail beds, 30 courtrooms, and will house state and federal offices. The complex will be situated on a 45 acre, former industrial lot.
WMB Heartland Justice Partners is a partnership comprised of Walsh Investors, Meridiam Infrastructure, and Balfour Beatty Investments formed to design, build, finance and maintain the justice complex. The team features a design-build contractor joint venture between Walsh Construction Company and Heery International, Inc. Walsh and Heery will be supported by Dewberry Architects, Skidmore, Owings, & Merrill, L.L.P, Parsons Brinckerhoff, and four local firms: The Hagerman Group, Cripe Architects + Engineers, SchenkelShultz Architecture and KERAMIDA. The operations and maintenance of the facility will be provided by Cofely Services, Inc. and its subcontractor ABM Industries, Inc.
The construction will be led by Walsh Construction Company and represents its seventh criminal justice facility and fourth P3 project in which Walsh is serving as the lead design-builder.
