Walsh Begins Work on Massive Light Rail Transit System Project in Los Angeles
On September 10, 2013 the Los Angeles County Metropolitan Transportation Authority (Metro) Board of Directors issued the Notice To Proceed (NTP) for the $1.27 Billion Design-Build contract toWalsh/Shea Corridor Constructors (WSCC), a Joint Venture between Walsh Construction and J.F. Shea Construction, to build the Crenshaw/LAX Transit Corridor Project. WSCC along with its designer, HNTB Corporation, received the highest technical score and submitted the lowest cost bid in a "best value competition" against three other proposers. This project is the single largest contract win in Walsh history!
The project consists of an 8.5 mile long light rail transit system that links LAX Airport to the City of Inglewood and the City of Los Angeles Historic Crenshaw District over a five year period with construction activities beginning in the spring of 2014. The scope of work includes 2 miles of cut-n-cover and U-wall, 1 mile of twin bored tunnel, 1 mile of bridge including the structure over I-405 (the busiest and most congested freeway in the U.S.), 4.5 miles of at-grade guideway, and 8 stations. Also, the project includes all associated rail, systems electrification and commissioning of a turnkey project that connects to two active light rail systems. WSCC has partnered with the Los Angeles Urban League to achieve community-based coordination to meet the project goals for the project labor agreement, community outreach, construction mitigation, public information, jobs, and diversity programs.
While NTP provides the official beginning of the partnership between Metro and WSCC, the Walsh led team worked together for 2-1/2 years to become integrated within the community, better understand Metro's needs, advance preliminary design drawings and provide the winning proposal to Metro.
